Qualification Requirements

The Program requires that all applicants complete a Tenant Income Certification Form at both Initial Certification and Annual Recertification and provide the income documents listed below. Additional documents may be requested if needed to determine eligibility.

  • Employment: Paycheck stubs from all jobs — eight (8) most current paystubs if paid weekly, four (4) most current paystubs if paid biweekly.
  • Unemployment: Benefit documentation outlining the weekly award amount.
  • Workman’s Comp / Severance Pay: Three (3) most recent pay statements and the award letter showing the approved amount.
  • Bank Accounts: Five (5) months of statements from all accounts, current and complete, including all pages and separated by month.
  • Certificates of Deposit (CDs): The most recent statement.
  • Retirement Accounts: 401(k)s, IRAs, or similar — the most recent statement.
  • Taxes: Most current tax year with all W-2s and 1099s, if applicable. If you have not filed, contact the IRS for a statement of non-filing at 1-800-829-1040 or visit IRS.gov and search “Get My Taxes” to obtain a non-filing letter.
  • Social Security: Benefit form for the current year stating the monthly benefit amount, along with the prior year’s 1099.
  • Self-Employment: Two (2) years of complete tax returns with Schedule C showing profit/loss, including all 1099s and completed self-employment forms.
  • Pension: Two (2) to three (3) most recent monthly statements or stubs showing the awarded amount.
  • Child Support: Court agreement outlining the benefit amount. If received without a court order, provide a written statement indicating the amount and frequency received.
  • Alimony: Court agreement outlining the awarded amount and payment frequency.
  • Title IV / TANF: Most recent benefit form showing the awarded amount.
  • Real Estate: Applicants may not own real estate while residing in an affordable apartment.
